A bit odd 9MM head stamp

Picking up range brass I found a mess of these (non magnetic) shiny nickle cases with the head stamp marking 9MM Luger WIN 19. The primers are not swedged so probably not military brass. The WIN 19 stamp is the part that puzzles me. Also they were lightly colored purple but that came off easily in the tumbler. Are they safe for reloading?

It is brass, so should be fine.

I have heard that stuff is harder to reload, but never tried it.
 

Deprimes just fine but that's as far as I went tonight before posting. I guess I'll find out tomorrow if it's harder to reload.

Thanks Sarge. Primer issues was the first thing that I looked at when I saw the "19" on there. I'll see how the reloading goes today on a few of them before I go forging ahead.

As I've gone through this batch reloading there seems to be no issue. With all of the snow recently I haven't had a chance to get out to the range to see how they work in the gun but not so concerned so far.
