The ruling was going to go into effect in 2015, but was stopped because of the requirement that changes to division requirements were limited to every two years. Limited and L-10 had just allowed 357 Sig to be major and any additional changes were prohibited.

The thing that is important on the measurement is it must be taken from the top only. Many current holster set-ups were only legal if taken from the bottom which is hard to do while wearing the gear. Now the measurement must be taken from the top of the belt which will encourage ROs to easily take a measurement if it looks out of compliance.

I see the rules committee are going to have to address the bump to Open for violators in the other divisions. Previously, if you were more than 2" only the Zero score was an option since all divisions were limited to 2".

Now that they changed this rule, they can't change equipment rules for another 2 years but are in the process of amending the rule book and part of it is amending equipment rules.

Why didn't they just wait and do this when they amended the rule book?

They put themselves in a bind, if they follow the bylaws they can't amend the equipment rules in the rule book update.

Better go read 16.2 ii again.

USPSA Bylaws – Last Revision 2/13/2017

I just read them again, equipment rules can only be changed every two years unless to comply with local laws.

16.2 Competition Equipment Rules Modifications:

Changes to USPSA Division rules affecting personal competition equipment shall be adopted for a specific non- provisional division no more frequently than every two years except as outlined below:

i.) Changes as required to comply with federal laws
ii.) Changes or clarifications which, approved by the BOD with consultation of DNROI and the instructor corps, would loosen restrictions or otherwise expand allowed personal competition equipment for a specific Division

Notice of all such changes must be published in the board minutes three months prior to effective date.
