Slight correction: better than 87% of all production shooters, classified or not. The ones that are not classified were assigned 0% classification. Only people who actually shoot production were in the sample, so this should still be reasonable. If you want to exclude unclassified, the formula is going to be even simpler: =NORM.S.DIST((A1-0.563)/0.18,TRUE), which in the given example results in 81.2%.
