Lately the transfer / bushing bar is not traveling the full length of the "cycle". 

I am bottoming out the handle each time and watching the primer drop in place, but every once in a while the bar stops about 1/2 inch short

and then the next handle pull dumps powder everywhere.

 

Cannot find anything the is binding on the transfer bar.

The brass bushing under the powder bottle is likely slipping and binding the bar. Those bushings wear out. They can also be installed upside down and will cause the bar to lock up.
