Why 2.3.1.1 a, b, c?

I only just noticed that rule 2.3.1.1 has subsections "a", "b" and "c". This dates back to the creation of the forbidden action rule in 2008 (I'm a slow learner). As I looked more closely at the rest of the rule book, I also noticed rule 4.3.1.5 has subsections that are numbered "1", "2" etc.

Does anyone know why "a", "b", "c" etc. were used for 2.3.1.1 rather than continuing the established convention "2.3.1.1.1", "2.3.1.1.2" etc. used everywhere else in the rule book (e.g. rule 4.3.1.6.1)? Furthermore, why did they go to numbers for 4.3.1.5?

This disorganized approach is confusing, and offends my OCD sensibilities. Let's hope the rules folks fix it in future revisions and bring balance back to the Universe. :roflol:
