Kate and I are going to move to Illinois. It seems I can't apply for their FOID (firearm owner id) card until I am a resident and have a drivers license. It takes 45ish days to get said card from what I understand. However, I can't posses a gun during that period without being a felon.I can't even buy ammunition from walmart. Anyone know how I'm supposed to go to matches, practice, etc? Or what I'm supposed to do with my guns for 2 months while I wait?

Sorry to hear that. Pretty f'ed up place to live. Re: the FOID, ISP has a backlog of something like 38k applications right now, so good luck getting one in 45 days. Law says they have 30 days to issue or deny, but that's not happening. May be ok if you can figure out a way to retain legal residence in KY until you get the FOID. Or have someone hold onto them.

So if the law says they have 30 days to issue or deny and its day 31 then what? I doubt the ISP is going to arrest themselves? Can I just start carrying at day 31 and then fight it in court? Because I want to be that guy...lol

You must be confused. There is no lawful way for non-LEOs to carry in Illinois. The FOID is not a carry permit, it is just an ID that one needs to acquire to possess firearms.

Do yourself a favor and stay away from Illinois. It will always be home to me, and yet I refuse to return, because it is politically hopeless with respect to guns and that will never change.

He needs a FOID card just to possess firearms in IL, not to carry. And for now, there is no concealed carry for civilians in IL. The legislature has until June 6 to come up with a plan for that due to a decision by the 7th Circuit Court of Appeals. The IL House passed a very permissive shall issue bill, and the Senate recently voted on a very restrictive may issue type, pretty much like what NY has. So they are about as far apart as could be. I'd say chances of this getting resolved in the next week (end of the legislative session) are about 50-50. If the legislature doesn't act, then anyone with a FOID can carry. As for the 30 day deadline to get a FOID, ISP is aware of this, but they just blow it off. Maybe eventually someone will sue, but so far that hasn't happened. Good luck with trying to get them to move any faster. Kinda like dealing with DMV.

When my FOID expired last fall I took a copy of the cancelled check which had been cashed 38 days earlier to my state rep. I explained that at midnight that day I would be committing a felony by possessing firearms. The next day I received a call from them that my FOID had been printed and in the mail.

I should not have had to done that, the ISP should obey the laws they make.

I recently moved to Illinois. Not the best state for firearms, but I was coming from California. Nice to be able to buy any handgun I want and some proper ar-15s. As for the FOID, I sent in my application December 28, 2012. It seems the 30 days starts from the day they cash your $10 application fee. I suggest sending in a personal check so that you can see what day it clears. My check didn't clear until Jan 18. On the 31st after not receiving my FOID card, I called my local state rep. They were very helpful and promised me they would look into it. 2 weeks after getting a hold of them, I received my FOID card. I definitely recommend keeping this strategy in mind as I have read of people waiting 90 plus for their card. Hope this helps.

I have lived here since birth with exception of time in the corps. Today concealed carry made it through to governors desk for finalizing...And they had till JUNE 9th to enact a conceal carry law..

Anyway with exception of cook county we can get any gun out there exception being anything full auto or silencers..And here in central illinois we have all reloading stuff sitting on store shelves and ammo including the hard to find 9mm and 22.

We seemed to have come to our senses here and quit trying to buy everything because its in front of us (hoarding)..

As far as shooting goes in competitions goes the law states that if your at a private club accompanied by someone who holds a valid FOID you can shoot a match..you just may not legally transport or buy ammo ..just find a buddy , look me up !!
