That was added because of the fowling problems with the powder that was being used back when the military first adopted the rifle. Not true. The FA was added to the M16 in 1963 at the Armys request (for silent chambering) and adopted with other changes as the M16A1. The Airforce accepted it also in 1966 as a replacement for the M16. Ball powder was only approved as a substitute standard powder in 1963, and did not see widespread use in Vietnam until 1967-68. It was at this time that the issues with powder fouling showed up.
