If you cannot find a local smith to do this a compitant machinist should be able to drill and tap the holes for you. I've done it and I'm not compitant. One hole at a time..... OPPS You did not break the law if you used UPS or FEDX---you broke UPS/FEDx rules. Big difference!. ATF just says you must use a commercial carrier.
