Mac Pro Snow Leopard: Display will Sleep but not Computer

I've googled the crap out of this and can't find anything (helpful).

Equipment:

Mac Pro Tower

Snow Leopard 10.6.8

30" Cinema Display

The computer has not been able to fully go to sleep since I bought it. (A refurb, but not from Apple's refurb store.)

"Wake for network access" is not checked in the System Prefs.

I've disconected everything (inc. the monitor) from the back of the computer and it still won't go to sleep.

My gut feeling, at this point in my research, is that it is a hardware issue.

I don't want to go to Lion because of losing Rosetta with Lion. (I still depend on a lot of apps that require Rosetta, so I definitely don't want to try LIon as an experiment.)

Also, I have another machine in the office configured hardware and software-wise, that are identical. And the other machine sleeps just fine.
