Possession of magazines with a capacity greater than 10 is not illegal in California.

You can even ship them to him in CA if they are disassembled.

Do not ship assembled mags to California. That is illegal.

A guy is interested in buying some high cap mags from me. He lives in california but he also has an east coast address. Is it legal for me to sell them to him and ship to the east coast addess?

I can't speak to any "east coast" laws (and I'm guessing they would vary wildly depending on which east coast state), but you certainly can't ship them to CA unless you first dis-assemble them. This part is on you.

It would then be illegal for the buyer to re-assemble them without first permanently altering them to accept no more than 10 rounds, but that part is on the buyer. If; however, the buyer already has high-cap mags from before 2000, he can use the parts you shipped him to repair his existing high-cap mags without any restrictions.

There may also be other subtleties. Your best bet is to go the great calguns website, and read up.
