As I understand it, Wisconsin does not have CCW, but does have Open carry. A group that was exercising their Open carry rights (at lunch) had a call go into 911 about them and their guns. The 911 operator told the caller that there was no law against that...but the operator pushed [the caller] for it being a disturbance that they might respond to. The caller said never mind. 8 cops showed up anyway and minor arrests followed. Which prompted a lawsuit against Madison Wisconsin.
