Magazine Capacity

If a gun is designed for a "standard capacity" of 16 rounds and a shooter uses a 20 round magazine, what should we call it, an "increased capacity" magazine?

I guess my point is that there is no universal meaning to any of these terms. They are just word games. The anti gun groups are good at this when they want to flame the fires of public hysteria.
