Beginning Jan 1 there is a new law banning the purchase of online ammo. There are still some ways around it, but that's the jist. As an out of state resident bringing a small amount for a competition, you shouldn't have any trouble (I'm not a lawyer, but I am a CA resident). Bringing a complete or parts mag into CA has been illegal since 2000, and the recent temporary order only affects CA residents.
