I was wonder with the exact same loading specs (charge, OAL, primer etc.) would a coated lead bullet have greater velocity than a FMJ or vice versa. For example SNS coated vs Xtreme. Thanks in advance.

lead (coated or plain) bullets generally run faster than jacketed (or plated) under those conditions. This means you can usually use a little less powder with the lead bullets to reach the same velocity as jacketed (plated) bullets.

Here's my experience comparing a Precision Delta Jacketed hollow point to coated bullets.  All testing was done with the same powder, powder charge and fired from the same pistol.

Brand                Bullet      Powder   Charge    FPS    PF
Precision Delta    124 JHP    N320        4    1040.60    129.03
Precision Delta    124 JHP    N320        4    1032.10    127.98
Precision Delta    124 JHP    N320        4    1038.73    128.80
Bayou                   124 RN    N320        4    1065.7    132.14
Bayou                124 TCG    N320        4    1074.2    133.2
Bayou                   124 RN    N320        4    1070.2    132.7
Bayou                124 TCG    N320        4    1082.5    134.2

Some of the proprietary coating formulas, such as Falcoating, run fastest.  Next comes lubed lead, followed by Hi-Tek coated bullets.  Dead soft lead plated bullets come next, followed by hard lead plated bullets.  Jacketed bullets are slower; however, the Hornady HAP may be quicker than plated.  I'm about to test them out.

Added later:  all of this testing was done in my CZ TS 40 (major loads) and a custom 1911 5" 45 (major and minor)

Here is some quick data off a load workup I just did for my STI DVC Classic in 40. I didnt have a large amount of overlap in the charge weights but it should be enough to give you a answer. These are 3 shot averages for the Bullet/Powder type.

4.7Gr of Titegroup, The only overlap charge weight I had
Berrys Averge FPS: 928, Blue Bullet Average: 1005

LongShot

6.9gr...Berry: 1032, Blue: 1090 (I had a outlier in the test batch for the Berry's here)

7.0gr...Berry: 1016, Blue 1096

7.1gr...Berry: 1019, Blue: 1104
